Phelps: William H. Russell II, 4/1/2010 William H. Russell II was born on December 3, 1951 in Batavia, New York to the late Harry & Marian (Kettle) Russell. They cared very much for this child who was to have a very challenging life ahead of him. Bill or Billie, as he was known by his friends and staff, lived for many years in a group home and attended a program in the Finger Lakes area. He liked exercise and would move about the hallways in his wheelchair whenever he wished by pulling himself along the available hand rails. Billie was a quiet and gentle person who bestowed his calming and steady presence to all he met. He is survived and greatly missed by his many friends at his group home, program and community.
